The temperature coefficient of wirewound resistors depends on the resistive material, used to prepare the device.
A datasheet is available for the standard types: Temperature coefficient of the resistive wire for wirewound resistors for KC, KH, KV, KT, KF series.

Power resistors with a low TC typically are wirewound resistors.
If a low TC is mandatory for your application, you need a all welded construction.
